The PDCC Board of Directors and Legislative Committee advocate on your behalf to the California Legislature, and the governing Boards and Agencies.  Our goal is to keep a level playing field so you can earn a fair living.  The PDCC Board of Directors is comprised of painting contractor members.

Bills of Interest

AB 1315 – Alejo – SUPPORTTWO-YEAR BILL.  Responsibility for Water Pollution and Runoff Designs.  Reaffirms the duty of public entities to provide complete designs for their projects and prevents shifting the burden to the contractors to create water management plans.


AB 846 – Gallagher – OPPOSETWO-YEAR BILL.  Mechanics Liens.  Reportedly this bill was introduced at the request of one attorney.  The bill would reduce the lien actions from two years to six months.  It would erode our lien rights and virtually eliminate the possibility of ADR (Alternative Dispute Resolution).  There is no demonstrated need to change this law.


AB 1347 – Chiu – OPPOSE AS AMENDED – VETOED.  Change Orders Timely Payment: Public Works.  This bill would expedite claim communications and payments to subcontractors and includes a process for claims resolution. Originally in support of this bill, it was significantly amended.  As such, our position changed to Oppose.  Governor Brown’s veto message – in which he indicates his support for timely payment on public works – is provided.
